Kerala is building one of India’s most inclusive digital ecosystems, connecting citizens, businesses, and government through technology. From Public Wi-Fi and Akshaya Centres to e-Sevanam, e-District, and Digital Science Park, every initiative strengthens transparency, accessibility, and innovation across the State.

Digital Access & Inclusion

 Public Wi-Fi (Kerala Wi-Fi – KFI)

The Public Wi-Fi Project was launched to establish 2,023 Wi-Fi hotspots across Kerala, ensuring free internet access for citizens. Hotspot locations identified by district administrations include bus stands, tourist destinations, parks, public offices, Janasevanakendras, and government institutions.

Implemented under the Kerala Wi-Fi (KFI) initiative, the project enhances digital inclusion and access to e-governance services. Citizens can enjoy 1 GB of free data per day at 10 Mbps speed on mobile phones, laptops, and other devices. BSNL serves as the service provider for this state-wide initiative.

e-Governance & Service Delivery

 e-District

e-District is a State Mission Mode Project under the National e-Governance Plan (NeGP), designed to deliver high-volume citizen services efficiently at the district level. By digitizing back-end processes and enabling online applications through Akshaya Centres, it simplifies service delivery for the public.

As of August 2024, the platform has received 9.64 crore applications, approving 8.75 crore certificates. Citizens can now apply for 23 Revenue Department services, 7 Forest & Wildlife services, and several others online, receiving digitally signed certificates via the public portal or Akshaya Centres.


 e-Sevanam

The e-Sevanam Portal is Kerala’s integrated e-governance gateway, unifying nearly all Government-to-Citizen (G2C) and Government-to-Business (G2B) online services under a single platform. It currently offers 711 services across 70+ departments, while its mobile version, m-Sevanam, provides access to 546 services through a uniform app interface.

The latest version of e-Sevanam was redesigned to enhance ease of doing business, improve inclusivity, and ensure transparency in service access.


 Akshaya

Launched on November 18, 2002, Akshaya is one of Kerala’s flagship initiatives to bridge the digital divide through a public–private partnership model. Initially focused on achieving e-literacy for at least one member in every family, Akshaya has evolved into a citizen service delivery network.

Today, over 2,840 Akshaya Centres operate across Kerala, employing approximately 9,017 people. Nearly 90% of these centres offer Aadhaar and allied services, along with a broad range of G2C, G2B, and B2C services.

Digital Infrastructure & Governance Backbone

 State Data Centers (SDC-1 and SDC-2)

Kerala was the first state in India to establish a dedicated State Data Centre (SDC) for e-Governance activities. These centers act as the central repository of government data, ensuring interoperability, scalability, and security of digital services.

The two data centers — SDC-1 (2005) and SDC-2 (2012) — are managed by the Kerala State IT Mission. Together, they enable seamless service delivery through core digital infrastructure like the Kerala State Wide Area Network (KSWAN) and Common Service Centres (CSCs), helping reduce operational costs and enhance service efficiency.

 Government as a Marketplace

Kerala pioneered the “Government as a Marketplace” initiative — the first state in India to allow direct procurement from startups by government departments. This progressive policy, introduced under the Kerala State IT Policy 2017, promotes innovation and supports local startup ecosystems.

The initiative has been recognized by DPIIT as one of the best practices in India’s State Startup Rankings. Kerala remains one of the early adopters of startup products in public procurement.


 IGNITE

IGNITE is a Government of Kerala program designed to give fresh graduates valuable exposure to the IT and ITeS industries. It helps improve employability while enabling companies to identify and train potential long-term employees.

The initiative also provides financial incentives to participating companies, reducing the burden of internship stipends and fostering a bridge between academia and industry.


 IGNITE

 Kerala Blockchain Academy (KBA)

The Kerala Blockchain Academy, under Digital University Kerala (formerly IIITM-K), is a Centre of Excellence dedicated to Blockchain technology. As an Associate Member and Official Training Partner of the Linux Foundation Hyperledger Project, KBA is advancing research, skill development, and adoption of blockchain across multiple sectors.

Emerging Digital Ecosystems

 Digital Science Park

The Digital Science Park in Thiruvananthapuram is India’s first third-generation digital science park, envisioned as a hub for innovation, research, and entrepreneurship in emerging technologies.

Announced in the 2022–23 State Budget with an investment of ₹1,000 crore, it is part of a larger initiative to develop four science parks in Kerala. Located adjacent to the Digital University Kerala at Technopark Phase IV – Technocity, its foundation stone was laid on April 25, 2023 by Prime Minister Narendra Modi.

The Chief Minister of Kerala, Shri Pinarayi Vijayan, inaugurated its initial operations on August 1, 2023. Full construction is expected to be completed by 2026, with current operations functioning from the Kabani building at Technocity.
